Location  : Primarily Queanbeyan, with operational flexibility across the region  Employment Type  : Ongoing, Full-time

Join a progressive council dedicated to enhancing infrastructure and services. We are looking for an innovative and dynamic individual to work within the Infrastructure Services team as the Traffic Engineer.
 
ROLE OVERVIEW

The Traffic Engineer is part of the Infrastructure Services team, providing technical and project services to the Council and community.

This role delivers expertise and leadership in traffic engineering, network modelling, pedestrian and active transport, parking, cycleways, movement and place frameworks, road safety, and road transport facilities design. You will contribute directly to the success of Council’s operational and capital transport programmes.

As a technical service provider, your knowledge will cover traffic and road transport infrastructure design and operation, including network modelling. You will stay up to date with industry trends and best practice, while fostering strong relationships internally and externally to deliver outstanding outcomes.

Key Accountabilities

  • Provide expert traffic engineering and design services to support Council’s operational and capital programs.
  • Lead complex projects and provide design guidance on traffic and road transport engineering challenges.
  • Advise on Design of Roads and Streets (DORAS) and Movement-Place frameworks for user-centric and safe designs.
  • Deliver technical leadership in traffic and road transport infrastructure design and operation.
  • Investigate, analyse, and respond to traffic-related service requests and customer enquiries.
  • Provide guidance on road safety matters, including supporting traffic improvement funding and grant submissions.
  • Drive technical excellence and continuous improvement by keeping up with advancements in traffic design and road safety.
  • Maintain and develop Council’s technical standards, reports, audits, studies, and designs for transportation planning and engineering.
  • Collaborate with multi-disciplinary teams internally and with external agencies to deliver robust technical advice.
  • Develop and manage traffic engineering programs and projects.
  • Support construction, maintenance, and project delivery staff with traffic design solutions and engineering guidance.
  • Lead and mentor team members, fostering learning and development.
  • Implement and improve technical and project systems and processes for internal and external stakeholders.
  • Manage budgets, fees and charges schedules, cost estimates, and other financial requirements.
  • Ensure compliance with HSEQ legislation, regulatory requirements, and Council policies.
  • Represent Council in public meetings, forums, and with external organisations as required.
  • Manage staff, including training, mentoring, discipline, and recruitment in line with policies and Codes of Conduct.
  • Perform other duties within the limits of skills, competence, and ability.
SELECTION CRITERIA

Essential:
  • Tertiary qualifications in Civil or Traffic Engineering, meeting accreditation requirements (e.g., Engineers Australia).
  • 5+ years’ experience in traffic and road transport design, delivery, and engineering management.
  • Strong knowledge of traffic engineering standards, procedures, and road transport planning.
  • Excellent understanding of legislation, Acts, and regulations related to traffic and road transport infrastructure.
  • Experience in traffic and road transport functions including parking, pedestrian paths, cycleways, traffic impact assessments, transport strategy, pavement design, and traffic modelling.
  • High computer literacy with experience in spreadsheets, databases, traffic data analysis, SIDRA, AutoCAD, 12D, and relevant transport planning software.
  • Knowledge of geometric road design principles, movement and place frameworks, and safety guidelines.
  • Excellent written and oral communication skills, with the ability to influence and advocate to diverse stakeholders.
  • Proven ability to work collaboratively and/or lead teams to develop constructive relationships and achieve outcomes.
  • Demonstrated program and project management skills.
  • Strong strategic thinking, problem-solving, analytical, and interpersonal skills.
  • Experience preparing technical briefs, reports, business cases, designs, cost estimates, and assessing capital work program deliverability.
  • Knowledge of HSEQ, quality, and environmental management responsibilities.
  • Exceptional data compilation and verification skills.
  • Current Class C Drivers Licence.
Desirable:
  • Qualifications in Transportation or Traffic Design.
  • Experience working under government frameworks, including complex or high-profile scenarios.
  • High proficiency in Excel, Microsoft Project, Tech One, or similar ERP systems.
