Position Title : Traffic Engineer
Location : Primarily Queanbeyan, with operational flexibility across the region
Employment Type : Full-time, Fixed Term 2 years
Salary Package: $130,000 - $140,000 TRP

Join a progressive Council dedicated to enhancing delivery services across our local government area. We are looking for an innovative and dynamic individual to be our Traffic Engineering specialist within the infrastructure team.

Role Overview

The Traffic Engineer is part of the Technical & Projects branch within the Infrastructure Services team, delivering important services to the Council and community. The role is responsible for providing expertise and leadership in traffic engineering, traffic network modelling, pedestrian and active transport advice, parking, pedestrian paths and cycleways, movement and place frameworks, road safety design, transport facilities design and design input into local traffic matters.

Key Accountabilities

  • Provide expert traffic engineering and design services to support the delivery of the Council's operational priorities, capital delivery programme and other internal business units.
  • Act as the principal design lead on complex projects and challenges relating to traffic and road transport engineering.
  • Provide expert advice on Design of Roads and Streets (DORAS) and Movement-Place frameworks incorporated into user-centric design and safety.
  • Provide technical leadership in the design and operation of traffic and road transport infrastructure.
  • Lead the investigation, analysis, recommendations and reporting of traffic-related service requests and customer enquiries from receipt to close out response.
  • Deliver design and technical guidance for road safety matters, including deliverables and information in support of traffic improvements for funding and grant submissions.
  • Maintain and develop council’s technical standards for traffic and road safety, including applicable documents, reports, audits, studies and designs on a wide range of transportation planning and engineering issues.
  • Collaborate within multi-disciplinary teams internally and with external regional, state and national agencies, to deliver sound, robust technical advice.
  • Develop and manage traffic engineering programs and projects.
  • Support construction, maintenance, and project delivery staff by providing traffic design solutions including high-quality advice and engineering outcomes.
  • Manage budgets, fees and charges schedules, cost estimates and other financial management requirements.
  • Ensure that all works comply with HSEQ legislation and associated acts and regulatory requirements.
  • Represent Council in public meetings or with external organisations, forums, community meetings and other local government needs as required.
  • Perform other agreed duties that are within the limits of the employees’ skills, competence and ability as required.
  
Selection Criteria
  • Tertiary qualifications in Civil Engineering which would satisfy accreditation with professional institutions or societies e.g. Engineers Australia.
  • Demonstrated 5+ years’ experience in traffic and road transportation design delivery and engineering management.
  • Sound knowledge of relevant standards and procedures relating to traffic engineering and road transport planning.
  • Excellent understanding of Legislation, Acts and Regulations relating to traffic and road transport infrastructure design and controls.
  • Demonstrated experience of traffic and transport engineering processes for roads, parking, footpaths and cycleways, impact assessments, management plans, guidance schemes, strategy development and modelling.
  • High level of computer literacy including spreadsheets and databases, experience interpreting traffic data sets, modelling software (SIDRA), AutoCAD,12D and other relevant transport planning tools and software.
  • Sound knowledge and understanding of road design principles (DORAS), movement and place frameworks, safety guidelines and their application.
  • Excellent problem-solving, analytical, written and oral communication skills including the ability influence and advocate effectively with a diverse group of customers and stakeholders.
  • Demonstrated experience in preparing technical briefs and reports, business cases, designs, cost estimates and capital work program deliverability.
  • Current Class C Drivers Licence.
   
Desirable Criteria
  • Qualifications in Transport or Traffic design, systems and processes.
  • Experience working under government frameworks including complex, political high-profile scenarios will be highly regarded.
  • High proficiency in Excel, Microsoft Project and Tech One or similar ERP systems.
