About Queanbeyan-Palerang Regional Council
Join a progressive council dedicated to enhancing infrastructure and services. We are looking for an innovative and dynamic individual to Manage Technical and Projects within the infrastructure team.
ROLE OVERVIEW
The Manager Technical & Projects is part of the Infrastructure Services team, delivering technical and project services to the Council and community. This role oversees capital works delivery, project planning and implementation, contract administration, survey and design, traffic engineering, road safety, and technical advisory services.
Responsibilities include ensuring technical compliance, managing public infrastructure design, flood risk, land tenure, traffic and parking design, road safety education, and pedestrian/active transport strategies.
Key Accountabilities
- Develop and manage programs for technical and project delivery.
- Implement and improve technical and project systems to meet internal and external stakeholder needs.
- Prepare operational and capital budgets, fees, and financial management requirements.
- Identify and implement innovation and efficiency improvements in public infrastructure.
- Ensure all works comply with HSEQ legislation and regulatory requirements.
- Represent Council at public meetings, forums, and with external organisations.
- Lead and manage staff, including training, mentoring, discipline, and recruitment.
- Ensure staff maintain accurate records per Council Records Management Policy and Code of Conduct.
- Perform other duties within skills and competence as required.
Essential:
- Tertiary qualifications in Engineering, meeting accreditation requirements (e.g., Engineers Australia).
- 10+ years’ experience in civil infrastructure project delivery and engineering management.
- Ability to deliver cost-effective solutions on complex, multidisciplinary projects.
- Strong understanding of project change control and contractual variation processes.
- Experience producing and communicating cost and schedule forecasts.
- Excellent written communication, stakeholder engagement, and prioritisation skills.
- Proven ability to lead and manage multi-disciplinary teams, including mentoring, goal setting, and delivering high-quality programs on time and within budget.
- Strong strategic thinking, problem-solving, analytical, and interpersonal skills.
- Experience preparing technical briefs, reports, business cases, designs, cost estimates, and assessing capital work program deliverability.
- Knowledge of HSEQ, quality, and environmental management responsibilities.
- Exceptional data compilation and verification skills.
- Current Class C Drivers Licence.
- Qualifications in Project Management, Construction Management, Quantity Surveying, Traffic Design, or Finance.
- Experience working under government frameworks, including complex or high-profile scenarios.
- High proficiency in Excel, Microsoft Project, Tech One, or similar ERP systems.
