Salary Package:
The Total Remuneration Package (TRP) for this position starts at $200,000 gross per annum inclusive of an overtime allowance, motor vehicle allowance, civil liability allowance and 12% superannuation.

Join a progressive Council dedicated to enhancing delivery services across our local government area. We are looking for an innovative and dynamic individual to lead the Technical & Projects branch within the infrastructure team.
Role Overview
The Manager Technical & Projects is part of the Infrastructure Services team, delivering technical and project services to the Council and community. This role oversees capital works delivery, project planning and implementation, contract administration, survey and design, traffic engineering, road safety, and technical advisory services. Responsibilities include ensuring technical compliance, managing public infrastructure design, flood risk, land matters, traffic and parking design, road safety education, and pedestrian/active transport strategies.
Key Accountabilities
- Develop and effectively manage programs for technical and project delivery.
- Develop, implement and improve the technical and project systems and processes to fulfil the needs of internal and external customers and stakeholders.
- Prepare operational and capital budgets, fees and charges schedules and other financial management requirements of the branch.
- Identify, develop and implement innovation and efficiency enhancements in all areas of public infrastructure for relevant asset owners.
- Ensure that all works comply with HSEQ legislation and associated acts and regulatory requirements.
- Represent Council in public meetings or with external organisations, forums, community meetings and other local government needs as required.
- Management and leadership of staff including training, mentoring, discipline and recruitment.
- Ensure all staff are responsible and accountable for creating and keeping accurate and complete records of their business activity in accordance with Councils Records Management Policy and the Code of Conduct.
- Perform other agreed duties that are within the limits of the employees’ skills, competence and ability as required.
Selection Criteria
- Tertiary qualifications in Engineering which would satisfy accreditation with professional institutions or societies e.g. Engineers Australia.
- Demonstrated 10+ years’ experience in civil infrastructure project delivery and engineering management.
- Demonstrated ability to deliver value for money solutions on complex, multidisciplinary projects.
- Strong understanding of project change control and contractual variation processes.
- Proven experience producing and communicating cost and schedule forecasts.
- Proven capability to lead and manage a multi-disciplinary professional team including mentoring and coaching, setting goals, driving results and monitoring success in the delivery of high-quality programs within time and budgetary constraints.
- Excellent problem-solving, analytical, written and oral communication skills including the ability influence and advocate effectively with a diverse group of customers and stakeholders.
- Demonstrated experience in preparing technical briefs and reports, business cases, designs, cost estimates and capital work program deliverability.
- Demonstrated knowledge and understanding of roles and responsibilities of HSEQ, quality and environmental management.
- Current Class C Drivers Licence.
Desirable Criteria
- Qualifications in Project Management, Construction Management, Quantity Surveying, Traffic Design or Finance.
- Experience working under government frameworks including complex, political high-profile scenarios will be highly regarded.
- High proficiency in Excel, Microsoft Project and Tech One or similar ERP systems.
